Can quid pro quo harassment occur between coworkers, or only between a supervisor and subordinate?

Quid pro quo harassment can occur between coworkers, but it typically involves a person in a position of power, such as a supervisor, manager, or employer, making unwelcome sexual advances or demands to a subordinate or employee with the threat of negative consequences if they do not comply. In other words, the harassment involves a trade-off, or "quid pro quo," in which the victim is coerced into submitting to the harasser's demands in exchange for some benefit or the avoidance of harm. However, coworkers can still engage in similar behavior that can be considered sexual harassment, such as making unwanted sexual advances or comments that create a hostile work environment.
